FN's Flygtningehøjkommissariat, fork. UNHCR (eng.: Office of the United Nations High Commissioner for Refugees), grundlagt 1950, er en FN-organisation, der har til formål at sikre flygtninge beskyttelse samt at finde varige løsninger på deres problemer. Flygtningene hjælpes efter henvendelse fra et FN-land. Efterfølgende assisterer organisationen med hjælp ved flygtninges genhusning i deres oprindelige hjemland.
FN's Flygtningehøjkommissariat blev oprettet af FN's generalforsamling i 1950 og har hovedkontor i Geneve, Schweiz.
Organisationen fik Nobels fredspris i 1954 og 1981.
FN's flygtningehøjkommissær har siden 2005 været António Guterres
