Han ledte den progressive bevægelse i USA og var præsident for Princeton University 1902 - 1910, derefter guvernør for New Jersey fra 1911 til 1913. I 1912 valgtes han til demokratisk præsident i et kapløb med den progressive kandidat Theodore Roosevelt og republikaneren William Howard Taft. I sin første periode som præsident overtalte han kongressen til at gennemføre omsiggribende reformer, blandt de mest radikale indtil 1930ernes New Deal. Blandt hans tiltag var skattestigninger på indkomst, lån til landbruget, nye frihandelstraktater. Han indførte desuden restriktioner på børnearbejde og kortere arbejdsdage for jernbanearbejdere. Selvom han var langsom til at tage kvindesagen op var han senere blandt de stærkeste forekæmpere for kvindelig stemmeret.
